'Inappropriate' behavior at south side beer run has residents upset

We have received several phone calls to our newsroom from residents concerned about the behavior of one ‘beer run’ in South Laredo.
According to our viewers, the beer run has been hosting several females, that viewers say, are acting inappropriately in front of the business.
Our cameras caught the questionable behavior.
Our Noraida Negron has the story.
This is the scene at Express Lane beer run during the day… quiet, no activity.
But once it is night time, this is what's seen in front of the business.

As you can see in the video, the three young ladies are dancing for the driver of this vehicle.
Once he drives off, another vehicle pulls up.
We showed the video to police, and according to officer Joe Baeza, they have received reports or complaints about this place.
" There is a very strict rule regarding what's exactly applicable in these cases of blunt displays of perhaps sexual themes," says Baeza.
One city official says he has been trying to address this issue for a month now.
" We have tried to reach out to the owners to see if they would give us the opportunity for some reservation but unfortunately that has not been successful,” says City Councilman Mike Garza.
As of what law enforcement can do in this case, absolutely nothing.
" Right now neither the state nor the actual city ordinance is directly addressing this type of business...sexual oriented business,” says Baeza.
According to police, they can't do anything about it because it doesn't fall under the state law or the city ordinance.
