The launch of a Spay and Neuter Program is starting tomorrow.
The city is calling it an emergency, after the amount of stray animals on the streets is reaching a high, because of the overpopulation in the city, the city is urging everyone to be responsible and get their pets spayed or neutered.
The mayor says the potential of rabies and other health risks grows when pets are not spayed or neutered.
There will be clinics in the south, inner city and west Laredo in November and December offering these services.
