The City of Laredo is working toward implementing an ethics committee, but a meeting on Tuesday proved somewhat controversial.
Some Ethics Ad Hoc Committee members are raising questions about the induction of their newest member.
The committee is concerned there may be a conflict of interest.
Ad Hoc Committee Chairman Miguel Zuniga says, "we did have some questions that we wanted our presents to be answered and what we have done is gone to the sources which is the council members and they addressed the issues."
One of those issues being the inception of Adolfo Campero, the newest member of the Ethics Ad Hoc Advisory Committee, who has worked for one of Laredo's most prominent businessmen Eduardo Garza CEO and President of Uni-Trade. Some members say there may be a conflict of interest but Adolfo Campero says his expertise is vital to the committee.
“As far as i can tell I'm the only attorney on the committee with experience in negotiating contracts representing both employer and employee in litigation and drafting company policies and procedures from the legal point of view." said Ethics Ad Hoc Advisory Member Adolfo Campero.
The committee does not have a problem with Adolfo Campero being on the committee.
but they say because Charlie San Miguel, who nominated Campero for the committee, has worked closely with Eduardo Garza in the past. Camperos inclusion into the committee could be interpreted as a move to protect Mr..Garza's interest and or Mr. San Miguels interest.
"Like I've explained before if theres any issue or matter that comes before the committee that involves them, I will recuse myself from those decisions."
The next meeting will be August 8, 2012
