The City Environmental Services Department has issued a citation to the local plumbing company caught dumping at a North Laredo pond.
The story began last week when students testing the pond's water as part of Dia Del Rio festivities witnessed the dumping of what they thought was sludge.
We spoke to the City Of Laredo Environmental Services who says Arrellano Plumbing alleges they dumped gold fish, their contained water, and bottom soil, which could have accounted for the sludge sighting.
The Environmental Services Department says it conducted an investigation and tested the water, but got negative results.
The plumbing company was still cited for illicit discharge because the fish and water should have never been dumped in the retention pond.
Environmental Services of Laredo says a form is required to be filled before anyone is allowed to dump materials into the storm water system and that pond was not an adequate place for the fish.
