Family lives through nightmare after several failed calls to 911

Helpless, hopeless, and horrible: those are the words family members and neighbors used to describe their moment of despair when they couldn't get a response from emergency personnel after an electrical box at their house caught fire. All after at least six calls to 911 failed.

"My husband was trying to get in touch with 911 and to his despair there was no answer. So he decided to call the police department. In the meantime, everybody was running around trying to get these people out."

Olga Munoz is talking about Sunday morning’s real life nightmare at her neighbors' home 206 West Mayberry Street in the Hillside Subdivision.

Their electrical box caught fire in the early dawn hours causing a power outage and then beginning to spread to the roof.

The couple in their 80's was frantic when their neighbors were unable to get through to 911.

"I got a house coat for Mrs. Tijerina because it was quite chilly. I got a towel and put it around Mr. Tijerina cause he was shivering. At this time Mr. Tijerina was screaming with his hands up in the air, 'Where are the firemen? Where are the firemen?' The firemen weren't coming fast enough because my husband couldn't get in touch with 911."

While Olga was next door trying to get her neighbors out of their burning home, her husband was at his home in the kitchen, not using just his cell phone, but his wife's cell phone and the phone book, flipping thought the yellow pages trying to get ahold of the police department because 911 wouldn't answer.

Her husband says he called 911 at least 3 times from both cell phones before he tried calling the police department's main number where he says they picked up right away.

"I’m surprised. I thought 911 is supposed to be there 24/7."

And they are, says a representative of the Laredo Police Department:

"According to our records, on the surface it appears that the first call that we got from him was our first phone call. We don’t have any record of him calling other than the first time that we actually picked up the phone."

Baeza also says that because he called from a cell phone instead of a land-line, the call could have failed for unknown reasons.

But City Manager Carlos Villarreal says in this day and age too many people have resorted to using cell phones over a land-line and the city's 911-call center has to be able to accept calls regardless of its origin:

"If we need to bring in the technicians related to 911 or to any other technical phase of related programs, we're certainly going to do that."

For now, the Tijerinas are being looked at for smoke inhalation.

According to their son, Mr. Tijerina, who is 86, is in the hospital:

"By the time they got any help here form the fire department, I think it really affected my dad. But he's at Mercy Hospital getting special care for his lungs and treatment."

Why don't you people (pro8) mention that ITS THE SAME OFFICE? Calls FAIL. People tell us that ALL the time. Its not the fault of the dispatchers. WE call 911 too! OUR calls fail too! The SYSTEM FAILS ALL THE TIME. We deal with it. Just like we deal with certain other issues which we don't make public because of the safety of the public and the officers. If you people only knew what goes on!

I remember about a year and a half ago calling 911 at 8:00 inthe morning on my LANDLINE to report a drive by in my neighborhood. I called three times and each time it must have rang about 10 times. Finally I called the 795-2800 number and within the first ring someone answered. Do you know what the excuse was for them not answering? It was shift change!!!! So please do not try to blame it on cell phones dropping the calls. Someone/s is dropping the ball

continued....Just thank God that these people were not hurt. Mr. Maldonado needs to look into this department ASAP because next time a tragedy will happen, and they will have explaining to do.

continued..oh and just for the record the men who did the drive by lingered in the neighborhood for 10 minutes before they left. The point being had a 911 operator answered the first time LPD could have caught them but instead they got away.

2 years ago an abandoned lot in front of my house caught fire. We called 911 about 20 times ( from landline and cell phone). NO ANSWER!We used water hoses and buckets to prevent the fire from spreading into the houses. We finally called the police and they sent over the fire dep. after about 40 min.Forget 911 - Keep 795-2800 handy.

This is something that we just cant surrender to and say "oh well we just have to deal with it", the 911 number is not just any other number it is THE emergency number. And we all expect someone to answer when we call, after all if you were in a serious emergency you'd be asking the same questions too. These are just some of the top issues our city should take care of instead of wasting money on trips

6 Calls? NOT! Not according to the call records. Records that are COMPUTERIZED and CAN NOT be tampered with or changed.

well try calling 911 and 795-2800 with them answering and never sending anyone. About a year ago a man broke into my neighbors house with my elderly disabled neighbor inside. well called litterally 6 times and they answered all of them but never sent anyone. I made a formal complaint after that but never heard anything. I WONDER what happened with that?? deeeeeespacher may remember if you have been there long enough.

All I can say is, if you want something looked into, call your councilmen and put pressure on them as the constituent. The power is in your hands. Don't just speak up here on this site anonymously, do something about it.

The city should invest in better technological equipment because it seems to be a common problem. So i guess from this blog you can say dont get into an emergency and call 911 on or around 7 am as per LA because thats when shift change happens and people if more than 4 people call at the same time the system gets jamned??
