Commercial pet vendors will now need a permit to sell animals. Selling pets on the side of the road is absolutely illegal and anyone doing so will now face stricter penalties. City health officials say anyone who wants to sell puppies or kittens can apply for a litter permit, which will only cost 15 dollars. But expect a home inspection assuring that the animals are being kept in a safe environment.
