Busted Pipe Leaves Neighborhood with Swamp

Thousands and thousands of gallons of water have poured out from a busted underground pipe, which filled a neighborhood with water.
A swamp at least 4 inches deep now stands where dry land used to be.
A pipe burst earlier Saturday morning according to residents and was still spewing water Monday afternoon.
Sebastian Lopez\resident: "Right here it was all full of mud and my friends house, there was some water coming up."
We spoke to the director of the utilities department to see when city officials first responded.
"When was the first time the city responded to this? ‘I don't know exactly ma'am but it was called in, say after we get the message, we'll normally show-up 30 minutes to an hour after that.’"
But residents who didn't wish to show their face on camera said otherwise.
“Have you guys seen anyone respond to the call? ‘No.’"
Director of the Utilities Department, Thomas Rodriguez Jr. said they couldn't stop the water from running because residents would have been without water throughout the weekend and because the water leak was by a railroad track, it made the process slower.
"Whenever you work next to a railroad, you got to call the railroad company to bring in a ‘flager,’ because a ‘flager’ is a person that all he does is wave a flag and make sure you have traffic control for the trains."
We checked back around 7:30 Monday night and the water had stopped spewing from the ground.
But even though the water has stopped flowing from underground, residents are still concerned this sitting water will draw insects.
"We can chlorinate the water and that should kill any mosquitoes from showing up."
We were unable to confirm with the utility department officials if the standing water was chlorinated tonight.

that leak was first reported to the utilities emergency line on Saturday .. by the police officers. It was reported repeatedly, with no response. The emergency line is a joke.
