District Attorney explains position on K-9 death case

The Laredo Police Department continues their investigation in to a controversial story that stirred the emotions of the community.
Last week, it was discovered a K-9 member of the force died after being left in a vehicle for several hours by its handler, in what PD is calling an “accident.”
The department turned over the findings of their investigation to the District Attorney who decided the incident did not fit the elements of a crime.
Now, Isidro Alaniz is speaking out about how he came to this conclusion.

What a surprise!!! If anyone here in Laredo expected some sort of punishment for the police officer...well you will have to go to a real city where preference isn't practiced. If it took Pro8News that long to cover the story, then it just means that they were probably stalling until the dust settled a bit...so sad for Laredoans.

As long as I know, The law enforcement agencies in Laredo are as CORRUPT as in Mexico. We need Federal soldiers to Help clean all these corrupt people and jail all cops, judges, and DA's the same way Mexico is doing it.

One of the reasons I never applied for a job in Law enforcement in laredo was because the corruption going on on the law enforcement agencies at the time. Sad but true. waste of time and money studying. But I am better off being clean and proud. I served in the Army went to war, and came back proud after serving my country. These situations makes me sick. laredo really needs to change all government officials to end these "accident" prone officers.

Former Criminal Justice Student, I know what you mean I served my country proud for 5 years I went to Afghanistan and Iraq after my service I tried to go in to the Laredo PD and the only thing they tried to do is be picky about everything I jumped through all their hoops and played their little games that they placed to see if they could kick me out, but at the end they said that they had a quota of veterans and that the quota was already met so I got kicked out of the process UNBELIEVABLE after they tried to give me bulls**t about my mental stability eventhough I passed the psychological test and the poly without any problems geez!!! pathetic, that is why a lot of officers do things carelessly because they don't have to work hard to get past the process because they have "connections" they don't care cause they don't get in trouble for it. that is why you see them having pleasant conversations at the gas station with 2 units outside that have the engine turned on without supervision

Don't get me wrong, I support and am thankful to our U.S. armed forces and law enforcement agencies for everything they do and have done for us in. To the soldiers posting, don't act like cover ups don't happen in the military. I remember a soldier named Pat Tilman was shot and killed by his own men. And then his men and superiors tried to make it like he was a hero just to coer their asses. There was that other soldier that went on a shooting rampage in a Texas base killing his own men as well. Then all the soldiers that come back and kill their own spouses and children only to use PTSD as a defense. Just Google soldier murders. Nobody's perfect

Hey don't bring the military's dirty laundry out to take the heat off laredo's politicians, the things that happen in the military eventually get the right punishment when the soldiers actually speak up but not here in laredo some of these crimes get forgotten and never get the justice they deserve plus PTSD is hard to diagnose and sometimes soldiers don't want to admit having it because of ignorants who think it is only an excuse the way people treat soldiers with PTSD is why some of them deside to never be diagnosed with it you really don't think thast seing horrific acts for days on a 12 month deployment doesnt do any psychological damage to some, well it does unfortunatelly to some but thank god tha doesn't happen to all. The officer should be held accountable for this cruel deed. They know darn well the heat will kill them. He should pay for another k-9 and or be tried for animal cruelty. No valid excuse for this and if it were a regular person you know darn well they would be arrested and tried for it. In politics and law enforcement, They never take responsibility for their negative actions.it was criminal negligence and not only should a jail sentence be appropriate since this living thing was a part of the law enforcement community but community service for hundreds of hours at the local animal control shelter or humane society as well as a hefty fine. If he had left any human in the same condition with the same outcome he would have lost more than transfer to another dept, Would he have left a human in the car like that do deal with a personal matter? Doesn't that violate policy especially if he was on duty. shame on him and the department.

If you or I shot this dog or hurt him we would be held accountable and charged just as if it was a human officer. This policeman should also be charged. Murder? Maybe. I sure would not want to be his partner if he can't keep focused on what he suppose to be doing!! An animal means as much or more to a lot of people for their faithfulness and loving and forgiving personality. The death of Chevy was a tragedy. The officer was probably negligent. The law requires that the officer be "reckless", before he can be charged. "Reckless" under the law means that an person IS AWARE OF A SUBSTANTIAL RISK AND CONSCIOUSLY DISREGARDS THE RISK. This officer did not know he had left Checy in the car. Should he have known? Maybe. Was he civilly negligent, and should he have to repay the City for the loss? Probably. I understand the outrage. I understand the outpouring of emotion over the loss of a trusted servant. But for those calling for "heads to roll", ask yourself this - do we charge people with crimes when, prima facie, the elements are not present, just to satisfy the political leanings or goals of some group or another? THAT would be corruption. DA Alaniz may not have articulated the reasoning well enough for some. The bottom line is that the case was reviewed by experienced attorneys who constantly seek justice in this County. End of Story.

If a suspect attacked the dog in relation to police duties, this would be a case of assault on a law enforcement officer, even though it was a dog - it was a police dog. I strongly believe there is plenty to report on but the news cast doesn't want to put in the hard work and effort that an investigative report entails. For example; why is it that when unlawful aliens commit a crime they are not immediately incarcerated without bail so that they can serve their time? Or on that same note why aren't they deported and allowed to remain in the country and keep having babies and remain on state benefits? Why how exactly are funds distributed in the city that the north lacks parks and recreational activities and parks? Why is it that only one union in the LPD is the one trying to shed negative light on the new chief? What are their motives and is it possible to investigate if ALL of their allegations are completely true and correct? Why is it exactly that these 8 liner businesses are open within a week of being raided? There is plenty to report on but this news cast doesn't take the time to really do their job, and opt for repeating old news 2 fill air time

What did you all expect for chilo to do other than be corrupt. He was a defense attorney before he became the D.A. His clientel consisted of Drug Traffickers, Murderes, and more, Yet we the Tax paying citizens of Laredo still managed to support and vote this corrupt official into office.
