A former Laredo Police Officer pleads guilty in Federal Court to violating the civil rights of an arrestee.
Frank William carter admitted to punching the victim in the head and body in the backseat of his patrol unit while the detainee was handcuffed and it was all caught on the dash camera..
Thats according to a press release issued by the Justice Department.
The guilty plea happened in Federal Court before U.S. District Judge Diana Saldana.
Where according to information presented in court he also repeatedly slammed the victims face into the back seat.
The victim never resisted or attempted to harm Carter, he can face up to 10 years in prison.
Assistant Attorney General for the Civil Rights Division Thomas Perez said the justice department will continue to prosecute law enforcement who violates the constitutional rights of individuals in their custody.
