Is it normal for it to be this cold in Laredo this far along in the year?

By Carlos Salinas

It has been unusually cold this winter over the southern
tier of states. This is related to cloudier skies due to storms
originating over the Pacific energized by warm Pacific waters (El Nino)
that have blocked the sun from warming us up. Also, Canadian weather
systems have brought in cold air (January 9 hit 21 degrees).
